You mean, the Aquino legacy of CORRUPTION, greed and betrayal?


Greed and Betrayal is the title of the recently re-released book of veteran journalist and teacher Professor Cecilio Arillo. Dubbed the sequel to his earlier publication on the 1986 Edsa Revolt Breakaway, the book chronicles a number of the previously unwritten undertakings during the Cory administration which should provide a clearer picture and thus a more objective appreciation of that era in Philippine life. The book comes as a refreshing counterpoint to the hosannas being thrown the public by the “avenging Yellow crowd” as our fellow columnist Mentong Laurel describes the crowd now surrounding Liberal Party (LP) presidential bet Sen. Noynoy Aquino. True to his calling, our colleague in the profession who started in media way ahead of us as a reporter in the then Roces owned Manila Times group of publications in 1964, this 143-page book carries 10 pages of “Notes and References” which should debunk this early the claim of the Noynoy operators that this is a hatchet job meant to derail the Tarlac solon’s march to Malacañang. Well, they better get a copy and read the entire thing before they get derailed themselves by their own self-denial bordering on amnesia and “feel good” propaganda.


Yellow fever victims. The book begins with a prequel which should give the readers a feel of the book’s chronicle of events during that period. That prequel entitled A Country of Yellow Fever Victims reads: “… As the elitist image of the Aquino regime permeated society as a whole, its propaganda experts began to shape the political landscape as well, and transformed most of the unsuspecting citizens into consumers of its own brand of illiberal democracy symbolized by the yellow banner, the yellow ribbon and the yellow confetti…”

First published in 2000, Arillo’s Greed and Betrayal relived the events that marked the Aquino regime’s bungled presidency and how it systematically and repeatedly blamed Marcos, Enrile, Honasan, Laurel, Mitra and others as the all-purpose excuse to hide its own incompetence, failures and perfidy.” It then proceeds to document the “hijacking” of the once highly touted “people power revolt” — the model for subsequent “democratic revolutions” worldwide in precise, factual rendition which gives a Big Lie to all the claims of “transparency, good and democratic governance and righteousness” which is now the foundation of Senator Aquino’s quest for the presidency. No wonder Cecil is now the target of a villification campaign by the Noynoy crowd out to diminish the impact of this book on their campaign. In fine, this book gives the public the “other legacy” of the Cory administration quite apart and directly in contrast with the “feel-good-righteous (Di Magnanakaw, Lingkod na Tapat) picture which the Yellow Crowd would like people to believe. As Arillo emphasized the Filipino people are being had yet again by a crowd which, far from being the saviors and exemplars of democratic, values based governance, are the carriers of “vengeful, privilege seeking and hypocritical” leadership. They are, as one observer noted, the vestiges of the worst cacique type leaders that continue to hold sway over a huge swath of the motherland.

‘Ituloy and laban’

Which is why some sectors, especially the peasants, workers and ordinary folks including soldiers and government employees cannot be blamed if they start asking what legacy is Senator Noynoy trying to bring back as he and his LP team mouth the mantra Ituloy-Ang-Laban, “Good vs Evil” in their sorties. Are they talking of democratic governance? Arillo’s book debunks their claim to that. He narrates the many instances of intrigues and betrayals within the innermost core of the Aquino presidency with the “pugilists,” fighting tooth-and-nail over power and privilege not the public interest. He noted the fight between then human rights lawyer and Executive Secretary now Sen. Joker Arroyo and the Big Business cliques represented by then Finance Secretary Jimmy Ongpin and his associates, Boy Blue del Rosario, Joey Cuisia and the Concepcions, all of whom are now back in harness behind the Noynoy campaign. Then, he narrates the marginalization of the “moderates” and the “rebel soldiers” by the Palace cliques leading to the banishment of then Vice President Doy Laurel and Sen. Juan Ponce Enrile from the corridors of power.

Are they, perhaps, talking about the fight to recover the so-called Marcos billions for the benefit of the people? Well, Arillo belies that there was such an earnest effort as well. He narrates how the Aquino crowd, including the so-called Kamag-Anak Inc. systematically transferred what were earlier referred to as the purloined Marcos-cum-cronies wealth into the hands and pockets of the Aquino cronies. What is clearly agitating is the manner by which the Aquino administration managed to throw their promises and scruples to the winds to save Hacienda Luisita. In particular, he chronicles the steps by which then Solicitor General Frank Chavez managed to sidestep and overturn the clear mandate of the law and of the government which earlier paved the way for the Cojuangco’s takeover of Hacienda Luisita for the distribution of the 6000 hectares to the farmers and their families which remains a huge problem to this day, 23 years after Edsa I. These and many more are narrated in simple, factual style in Arillo’s book which I recommend to our people to read the better to appreciate the total and undiluted legacy of the Aquino years. That way, we do not go uninformed into the light and, to paraphrase the historian Santayana, “for us not to repeat the mistakes of the past…”
